Salvation Army Provides Emergency Rent And Utility Assistance Covid

Salvation Army DeKalb, IL logo
The need for rent and utility assistance continues to rise as the COVID-19 pandemic further disrupts employment and day to day operations. In response to the increase in requests, the DeKalb Salvation Army is working to fill the gap for local residents. In April 2020, the Salvation Army applied for a DeKalb County COVID-19 Response Grant from the DeKalb County Community Foundation. Their request was reviewed and a short time later, they were awarded with funding in the amount of $12,500.
With additional dollars in hand, the Salvation Army went to work providing emergency rent and utility assistance to 52 families during the first four weeks of their expanded program. Thanks to a matching grant from IDEAL Industries, the Salvation Army was able to fund the following four weeks of increased assistance. Additional support received from local donors was also used for this purpose. Once this funding was depleted, the Salvation Army dropped back to their budgeted operational dollars of $1,000 per week for the emergency assistance program. At the time of this supplied report, they had provided $21,700 for emergency assistance in just four weeks time.
The Salvation Army is dedicated to preaching the gospel of Jesus Christ and to meet human needs in His name without discrimination.

Households are eligible for a maximum of up to 12 months of assistance with past due rent. You can apply for any arrears that occurred after March 13, 2020. Applicants are NOT guaranteed a full 12 months of assistance. The amount of assistance provided is dependent on individual qualifications and the availability of funds. If a renter has previously received assistance through the CARES Act funds, those payments will be included towards the 12-month maximum.

Where Can You Go
The move comes at a time where housing resources for Athenians are already stretched thin. The Salvation Army’s temporary closure means other area aid groups, many of which are already at capacity, must step up and help.
“That’s why we’re doing our best to foster these relationships with the other service agencies so that the people who are receiving the help will receive a more coordinated hand up,” said Greenland.
Over the past few months, the Salvation Army staff has worked with organizations like the Athens Area Homeless Shelter and Advantage Behavioral Health Systems to get people housed. Most people staying at the Salvation Army shelter have since transitioned out to other shelters or to extended stay hotels. The nonprofit was able to cover some of the moving costs.
Others have moved back onto the streets or to First Step, Athens’ government-sanctioned tent encampment.
The decision to close has weighed heavily on Greenland’s heart. He hopes that the pause will allow staff enough time to prepare the shelter for the colder months.
“We get calls all the time,” he said. “We just want to be able to meet those needs.”

Emergency Rental Assistance Program

Even as the American economy continues its recovery from the devastating impact of the pandemic, millions of Americans face deep rental debt and fear evictions and the loss of basic housing security. COVID-19 has exacerbated an affordable housing crisis that predated the pandemic and that has exacerbated deep disparities that threaten the strength of an economic recovery that must work for everyone.
The Emergency Rental Assistance program makes funding available to assist households that are unable to pay rent or utilities. Two separate programs have been established: ERA1 provides up to $25 billion under the Consolidated Appropriations Act, 2021, which was enacted on December 27, 2020, and ERA2 provides up to $21.55 billion under the American Rescue Plan Act of 2021, which was enacted on March 11, 2021.
State, local government, and territory allocations totaled $710 million to the state of Georgia under ERA 2 with $437 million directly to the state. Grantees use the funds to provide assistance to eligible households through existing or newly created rental assistance programs.
