When Does Military Pay Change

United States Army Pay Scale

Military pay is automatically increased at the start of each calendar year, in January. Service members see the change reflected in the first pay period of the year.

The Army announced in July 2022 that all soldiers on long-term, active-duty orders will be paid semimonthly — on the first and 15th of each month — starting Oct. 1, 2022. Most soldiers are already on this pay schedule. The change, part of the service’s new Integrated Personnel and Pay System, affects only about 11,000 people.

While civilian jobs may pay higher base salaries, the Army offers a starting salary above the federal minimum wage for a 40-hour work week, 30 days paid leave every year, plus a variety of benefits on top of your base pay that add up.

Why Does Military Pay Increase

The military establishes an annual pay increase to roughly mirror the increase in private-sector wages and salaries nationwide.

This increase is determined by the Employment Cost Index, calculated several times a year by the U.S. Department of Labor. The military uses the October ECI year-over-year change to determine the percentage pay raise for the following year.

However, the president or Congress may supersede this automatic amount.

For 2022, the 2.7% automatic adjustment, calculated from the ECI, remained in place.

On, July 21, 2020, the House of Representatives passed their version of the National Defense Authorization Act by a vote of 295 to 125. The full Senate is projected to vote on their version later this week. Both the House and Senate’s versions currently provide for a 3.0 percent military pay raise for 2021.

On February 10, 2020, President Trump released his defense budget proposal for 2021. The proposal includes, as expected, a 3 percent increase for military pay. The increase is in-line with U.S.C. Title 37, Chapter 19, § 1009.

On October 31, 2019 at 0830EST, the United States Employment Cost Index was released. The releasing of the ECI by the United States Bureau of Labor Statistics is an eagerly awaited quarterly economic indicator for those in the stock market and politics but what makes this mornings release important to our military is that it is the first indicator used to determine the actual pay raise amount for 2021. For 2021, unless a separate action is taken by President Trump or Congress, the pay raise will be 3.0 percent based on law indicated in U.S.C. Title 37, Chapter 19, § 1009.

This includes officers serving as chairman or vice-chairman of the Joint Chiefs of Staff, chief of staff of the Army, chief of naval operations, chief of staff of the Air Force, commandant of the Marine Corps, commandant of the Coast Guard, chief of the National Guard Bureau or commander of a unified or specified combatant command ).

Pay limits for O-6: Basic pay for O-6 and below is limited by level V of the executive schedule in effect during calendar year 2023.

Combat zone tax-exclusion pay for officers: The combat zone tax exclusion for O-1 and above is based on the basic pay rate shown in note 3 plus hostile fire or imminent danger pay, which is $225.00 per month .

Academy cadets and ROTC basic pay: Basic pay rate for academy cadets/midshipmen and ROTC members and applicants is $1,218.

What If You Dont Notice An Incorrect Payment

It can be easy not to notice getting paid an incorrect amount during hectic times or while your pay is fluctuating due to a PCS move or deployment. If you dont notice, someone in admin eventually will, either as a part of internal quality assurance efforts, or as a result of an inspection.
