National Guard Officer Promotions Could Speed Up Under New Measure

National Guard officers wait on average more than seven months for their promotion paperwork to be processed by state and military officials, and lawmakers want to know why.
On May 19, Sen. Tammy Duckworth D-Ill. and a retired Army National Guard lieutenant colonel introduced new legislation calling for major reforms to the National Guard Bureaus federal recognition process, which she believes is unnecessarily complicating guardsmens advancement and hurting readiness.
I know guys who have had to wait and wait and wait and have said Im just not going to deal with this anymore, she said. There are individuals who are waiting more than a year for recognition.
The measure would mandate an outside review of the National Guard promotion system and require retroactive pay for delayed promotions, back to 60 days after the date an individuals promotion packet is filed.
That could mean several hundred dollars in extra money for officers facing some of the longest promotion delays.
New Navy Senior Enlisted Marketplace Seeks To Realign Promotion System

This story has been updated to correct that the screening board creates the list of eligible E-8 sailors.
Senior enlisted sailors will now advance to new positions through a billet-based promotion system, the Navy announced Tuesday.
The service introduced its pilot for the senior enlisted marketplace, a sister project to the detailing marketplace assignment policy, which focused on placing sailors into more jobs at sea.
Under the pilot for the senior enlisted marketplace, all eligible E-8s will be automatically screened by an E-9 board, according to NAVADMIN 261/22, which announced the new policy. Sailors who are approved by the board will then be given an opportunity to apply for an E-9 position.
To advance to E-9, the sailor must match with an E-9 position, commit to serving the tour length, complete required training and report to the new position, according to the NAVADMIN.
The screening board will create a list of all eligible E-8 sailors after reviewing the records and, from that list, identify up to the top 15 percent of sailors as merit screened, according to the NAVADMIN.
Non-eligible sailors include those in the command senior enlisted leader program, submarine force, surface nuclear, naval special warfare, reserve component or musicians.

The New Army Promotion Point System E5 Enlisted Promotion Points

The Armys new promotion point system will not award points for the promotion board or Commanders points, they will only count as a Go/No Go. The amount of points that will be awarded will be different for E5 and E6, for example to max out on awards for E5 a Soldier will need 125 points while to make E6 the Soldier will need 165 Points so good luck to those Soldiers that need 798 because I have seen many Junior NCOs with no more that a couple of lonely Army Achievement Medals pined on their uniforms so yes this change will hurt a lot a Soldiers especially in the beginning as most Soldiers will see their points drop when the new system takes effect. Army Promotion Timeline For Junior Enlisted Ranks

An E-1 is the lowest rank in the Army. E-1 is the initial rank for those just coming out of basic training.
Also, to promote to an E-2, which is a private second-class, you need six months of service.
Afterward, promotion to an E-3, or private second class, happens after 12 months as an E-2.
Lastly, to continue to a Specialist , you will need two years of service and at least six months of time in pay grade.
There are three levels of Noncommissioned officers in the Army.

The Extension Through 2023
In mid-October, during the Association of the U.S. Army conference, Sergeant Major of the Army Michael Grinston announced that the temporary promotion Army policy will remain in effect for another year. I really wanted to announce that we dont need that exception to policy, but thats incorrect For the next year, or until we do better getting our Soldiers to school on time, we are going to keep thepolicy in place.
Grinston also stated that officials will reevaluate the extension in three months.
Background On The Temporary Promotion Army Policy
Its no secret that the military has had a rough go of it with recruiting lately, and the Army, in particular, has really felt the effects of the recruitment drought. With fewer new troops coming in and no shortage of troops ETSing, theres been a big gap left in higher-ranking positions that need to be filled.
Typically, to be eligible for an Army NCO promotion or any promotion to a higher rank, the Army requires Soldiers to go through in-depth training and education before promotion to the next higher pay grade.
With the new Army promotion system 2022, that training and education program has been delayed. Now, an enlisted Soldier in the Army can get promoted now and go through the training and education process while theyre already serving in the role. Think of it as a buy now, pay later type of deal, but for military jobs.

Army Promotions Will Be Stalled For Months Because Of New Hr System
The Army‘s transition to its new HR system is expected to stall many promotions through at least the end of January, service officials told Military.com.
Army public affairs officials told Military.com in error on Wednesday that the move to the new Integrated Personnel and Pay System-Army, or IPPS-A, would have no impact on promotions. However, after the publication of a story containing that assertion, several Army officials reached out to the publication to say the public affairs officials were wrong.
The transition will halt promotions for noncommissioned officers and officers from Nov. 10 through the end of January, multiple Army officials with direct knowledge of the platform’s development told Military.com. Junior enlisted promotions are not expected to be impacted.

The delay is due to the switch to IPPS-A, the new system that will mark a major shift in how the Army conducts administrative work behind the scenes and is set to be a one-stop shop consolidating a soldier’s personnel record, including awards. It’s largely seen as a significant upgrade as most of the service’s existing IT is severely outdated.
The new platform is already in use in the Army National Guard and is expected to go live for the entire service soon, likely before February, one source with direct knowledge of the situation told Military.com. The launch date is expected to be finalized and announced soon.

Army Expands Temporary Promotion Policy For Ncos
The Army has expanded its temporary promotion policy to all NCOs, allowing those who are otherwise qualified to move up before completing the required professional military education.
This decision allows the Army to bridge the gap between training and promotion requirements, said Sgt. Maj. of the Army Michael Grinston.
We want to make sure our best NCOs are being promoted while getting them to school as quickly as possible, Grinston said on Twitter. This allows us to better manage talent while we bridge the gap between training and promotion requirements.
Similar policies tailored to their component will be in place for the Army National Guard and Army Reserve, Grinston said as the Army struggles with a backlog at the various NCO schools.
This is about talent management and promoting the best soldiers available, Grinston reporters, according to Military.com. He added that the top reason enlisted troops are passed over for promotion is that they haven’t attended the required schools, Military.com reported.
The change was effective Jan. 1 and runs through the 2022 calendar year. It is an extension of a previous announcement waiving the PME requirement for senior NCOs who had not yet graduated from the Master Leader Course, which is required for promotion to master sergeant.
The Army has had similar policies in the past as it tries to manage its enlisted population, including conditional promotions and temporary promotion for deployed troops.

The issues with implementing STEP have led senior human resources professionals to even evaluate whether the policy should continue, the Armys top enlisted HR soldier, Sgt. Maj. Mark Clark, explained in a phone interview ahead of AUSA.
Clark is the Army G-1 sergeant major.
Sergeant Daniel Yeadon, an Army Public Affairs Mass Communication Specialist attached to the 16th Sustainment Brigade, was recently promoted to Staff Sergeant on Oct. 3, 2022 in Germany.
When we transitioned from the promotion board system to the evaluation board system, one of the key reasons why we did that… to have a system that was flexible and able to respond to emerging requirements, said Clark.
Hypothetically, once the schools are caught up and the evaluation board list is used to build a bench of trained NCOs waiting for their promotions, the service can tap eligible NCOs for immediate promotion based on monthly manning needs and their soldiers spot on the order of merit list.
But, Clark explained, although we evolved the promotion system to give us the ability to surge or to dial back promotions…on the fly, the services training pipelines dont yet have that flexibility to meet demand-driven needs.
That challenge has proved daunting. And its also what initially led the Army to begin temporary promotions for all NCOs on Jan. 1.
Higher-rated NCOs were repeatedly passed over for promotion before the Army realized the problem.

Army noncommissioned officers and specialists will be able to earn temporary promotions before attending mandatory courses, officials announced Monday as the service struggles with a bottleneck at schools due to the large number of troops hoping to attend.
The new rule, which goes into effect Jan. 1, 2022, and extends through the entire calendar year, allows all enlisted members in ranks from specialist to master sergeant to be promoted without mandatory schools. For example, sergeants won’t have to attend the Advanced Leader Course before being pinned as a staff sergeant. Less than a month ago, the Army made the same policy switch for senior NCOs.
“This is about talent management and promoting the best soldiers available,” Sergeant Major of the Army Michael Grinston told reporters, adding that the top reason enlisted troops are passed over for promotion is that they haven’t attended required schools.
However, those NCOs must graduatetheir respective courses within a year. If not, they’ll be demoted, but pay will not be recouped. Grinston told reporters that the problem is that schools are unable to handle the large number of troops seeking promotions.
School capacity is generally calculated four years in advance as Pentagon planners factor in estimates for the size of the military. Leaders previously underestimated the size of the Army and attendance at NCO schools.

What Does The Promotion Board Consider
The promotion board meets with soldiers and scores them based on personal appearance, the ability to communicate well, knowledge and awareness of both the military and world events, as well as their attitude.
Also, the members rate the soldiers as either average, above average, excellent, and outstanding.
The most points a board member can give is 150, which are added up and divided to an average score.
Afterward, these points add to the administrative points discussed above.
Therefore, the highest total is 850 points.

There are only three pay grades in this set of ranks.
- Sergeant First Class
- Master Sergeant
Master Sergeant and First Sergeant share the grade of E-8, but they have different roles and responsibilities in the Army.
The Army changed how it promotes Senior NCOs last year.
With the new system, the Army conducts yearly reviews of the NCOs and uses a merit-based system to rate soldiers.
Also, the new rating system qualifies soldiers for promotion and depending on the needs of the Army, so those who have the best records are selected for promotion.

WASHINGTON A year ago, Sergeant Major of the Army Michael Grinston announced a temporary promotion policy across the Armys enlisted force after backlogs in professional military education forced the Army to delay a new policy of training and educating the best-qualified NCOs before promoting them to the next grade.
And Wednesday, during his annual initiatives briefing at the Association of the U.S. Army conference, in the same room where he announced the policy a year prior, Grinston acknowledged that the school delays that inspired the policy remain an issue.
That means the policy which allows otherwise eligible enlisted troops to promote temporarily to the next enlisted grade with a one-year period to complete their required training will continue.

He suggested the Army may reevaluate the move after three months.

While the service has implemented merit-based promotion boards to screen troops for sergeant first class and above, its still having issues getting soldiers to the right training in time to get promoted, Grinston acknowledged.
