All taxi drivers and ride-sharing drivers , food delivery drivers must present a driver’s license and show proof of insurance, and all vehicles must be properly registered. Visitors, including taxi, ride-sharing vehicle drivers, and food delivery drivers must undergo identity proofing and vetting against NCIC-III to obtain a pass. Although drivers for ride-sharing services, taxis, or food delivery would then have a valid credential after proper vetting, their purpose would still need to be established for each visit, which can be accomplished by showing the ride sharing hail on a smartphone, identifying the person and building for the pickup, or the delivery invoice.

Future Plans For Fort Bliss
The Army has budgeted approximately $5 billion to invest in construction and renovation of Fort Bliss. This is the largest renovation in Fort Bliss history, and is neccessary based on recent growth. The barracks and housing are being expanded, as well as child care services, recreational and shopping facilities, and medical and dental clinics, with the well-being of Fort Bliss soldiers and their families in mind.
Naval Air Station Joint Reserve Base Fort Worth
Naval Air Station Joint Reserve Base Fort Worth occupies the site of the former Carswell Air Force Base, one of the nations most important Strategic Air Command bases during the Cold War. It became the nations first joint reserve base in 1994, created through the relocation of numerous Navy Reserve, Marine Corps, Air Force Reserve and Air National Guard units following a recommendation by the U.S. Base Realignment and Closure Commission.
NAS Fort Worth JRB was established in 1932 as Tarrant Field. Today, its primary mission is providing training and support for reservists and guard members from all branches of the armed services. The facility hosts units of the Navy, Marine Corps, Air Force, Army and Texas Air National Guard on 2,300 acres within the city limits of Fort Worth. Its Air National Guard 136th Airlift Wing participated in relief efforts after several major hurricanes, including Katrina, Rita and Ike.
NAS Fort Worth JRB employed nearly 17,700 civilian and military personnel in 2015, and supported more than 47,000 Texas jobs, generating almost $2.7 billion in disposable personal income. Its operations accounted for nearly $6.6 billion in economic activity and added $4.3 billion to GSP.

Since its establishment in 1848, Fort Bliss has been proud of its legacy of service to the Army and the surrounding communities. An infantry and cavalry post prior to World War II, Fort Bliss became the center of Anti-Aircraft Artillery training in 1942 and then evolved into the Air Defense Center. Today, Fort Bliss is multi-faceted, multi-functional installation serving and supporting all branches of the service as well as other federal agencies. It is home to a diverse listing of organizations such as, the 1st Armored Division, the 32nd Army Air and Missile Defense Command, the Joint Modernization Command, William Beaumont Army Medical Center, the United States Army Sergeants Major Academy, and Joint Task Force North.

Naval Air Station Kingsville
NAS Kingsville opened its doors in 1942, as an auxiliary to NAS Corpus Christi that trained pilots in gunnery, dive bombing and anti-submarine warfare. Today, the 16,000-acre site produces half of all new Navy and Marine tactical pilots each year. The base also hosts several major contractors including L-3/Vertex, Rolls Royce, LB& B and Fidelity Technologies, which provide aviation maintenance and logistics support, engine maintenance, flight simulator maintenance and simulator training, respectively.
About 1,300 civilian, contractor and military personnel work at NAS Kingsville in all, the base supports more than 4,500 Texas jobs and contributed nearly $289 million in disposable personal income in 2015. In that year, the installation generated $712.1 million in economic output and added $435.2 million to Texas GSP.
NAS Kingsville air traffic control oversaw nearly 207,000 air operations in 2015.
Fort Bliss Community Access Pass ***new***
Starting Jan. 13, visitors not affiliated with Fort Bliss can obtain a three-year community access pass after passing a criminal history background check at the Buffalo Soldier Visitor Control Center, Bldg. 5400, 24 hours a day, or the Chaffee Visitor Control Center, Bldg. 2616, Monday-Friday, 5 a.m.-9 p.m. The Community Access Pass allows the general public access to Fort Bliss. The Community Access Pass allows entry through all gates between the hours of 6 a.m. and 10 p.m. daily. Passes are required for all passengers who are 18 years or older. Passes may only be issued to U.S. Citizens, U.S. Nationals, and Lawful Permanent Residents. To obtain a Community Access Pass, visitors are required to provide a Real-ID compliant drivers license or state-issued identification card and undergo a criminal history background check. Visitors will be denied a pass if they have been convicted of a felony, have an active warrant, are on the national sex offender registry, and for the following misdemeanor convictions: drugs within the last three years, driving under the influence of drugs or alcohol/driving while impaired not reduced after formal charging within the last three years, contributing to the delinquency of a minor within the last three years, domestic violence, more than one conviction of assault and/or battery, more than one conviction of theft, more than one conviction of criminal trespass.

Spanish And Philippineamerican Wars
At the start of the , First Lieutenant Pershing was the regimental quartermaster for the 10th Cavalry he fought on Kettle and in , and was cited for gallantry. In 1919, he was awarded the for these actions, and in 1932 the award was upgraded to the decoration. A commanding officer here commented on Pershing’s calm demeanor under fire, saying he was “cool as a bowl of cracked ice.” Pershing also served with the 10th Cavalry during the .
Pershing was commissioned as a major of on August 26, 1898, and assigned as an ordnance officer. In March 1899, after suffering from , Pershing was put in charge of the Office of Customs and Insular Affairs which oversaw occupation forces in territories gained in the SpanishAmerican War, including , , the , and . He was honorably discharged from the volunteers and reverted to his permanent rank of first lieutenant on May 12, 1899. He was again commissioned as a major of Volunteers on June 6, 1899, this time as an assistant adjutant general.
When the began, Pershing reported to Manila on August 17, 1899, was assigned to the Department of and , and commanded efforts to suppress the . On November 27, 1900, Pershing was appointed adjutant general of his department and served in this posting until March 1, 1901. He was cited for bravery for actions on the while attempting to destroy a Philippine stronghold at Macajambo.
Base Realignment And Closure
In 1995, the Department of Defense recommended that the U.S. 3rd Armored Cavalry Regiment be relocated to Fort Carson, Colorado. Efforts to consolidate units from another post with those units that remained at Fort Bliss were overruled by the Base Realignment and Closing Commission, leaving Fort Bliss without any armored vehicles. Units operating the US Army’s MIM-104 Patriot Missile Defense System relocated to Fort Bliss during the 1990s. The Patriot system played an important role in the Persian Gulf War/Operation Desert Storm in 1991. In commemoration, the US 54 expressway in northeast El Paso was designated the Patriot Freeway.

Modern military bases include machine shops, garages, water treatment plants, hospitals, wellness centers, hotels, stores, restaurants, day-care centers, movie theaters and more, employing civilians and military contractors as well as service members.

Base Realignment And Closure 2005
In 2005, the Pentagon recommended transforming Fort Bliss into a heavy armor training post, to include approximately 11,500 new troops from the U.S. 1st Armored Division at that time stationed in Germany as well as units from Fort Sill and Fort Hood. An estimated 15,918 military jobs and 384 civilian jobs were planned to be transferred to Fort Bliss, brought the total number of troops stationed at Fort Bliss under this alignment to a total of 33,500 by 2012. Officials from Fort Bliss and the City of El Paso were thrilled with the decision the general mood of the city government was perfectly captured by 14 May edition of the El Paso Times, which boldly proclaimed “BLISS WINS BIG”.

Training missions are supported by the McGregor Range Complex, located some 25 miles to the northeast of the main post, in New Mexico. Most of Fort Bliss lies in the state of New Mexico, stretching northeastward along U.S. Route 54 from El Paso County, Texas to the southern boundary of the Lincoln National Forest in Otero County, New Mexico in addition, much of the northwestward side of Highway 54 is part of the Fort Bliss Military Reservation, ranging from the northern side of Chaparral, New Mexico to the southern boundary of White Sands Missile Range the main facilities are within the city limits of El Paso, Texas. According to the city zoning map, the post officially resides in Central El Paso.

Goodfellow Air Force Base
Goodfellow AFB is the home of the 17th Training Wing, which provides advanced education in intelligence, surveillance and reconnaissance for Air Force, Army, Navy and Marine Corps personnel as well as students from civilian federal agencies and 40 allied countries. The base also provides fire protection training for multiservice personnel.
Established in 1940 on 1,002 acres near San Angelo, Goodfellow began as a flight training center but now focuses on security and intelligence training, as well as the nations only military firefighting school, the Louis F. Garland Department of Defense Fire Fighting Academy.
Goodfellow maintains close ties with San Angelo and Tom Green County. The city of San Angelo, for instance, provides ambulance services to the base, while Goodfellow helps the city maintain and repair its firetrucks and allows city firefighters to train at the base.
Goodfellow employs an estimated 16,605 Texans either directly or indirectly. It generated $976 million in personal income and $3 billion in economic activity in 2015. In all, the base added almost $1.8 billion to Texas GSP in 2015.

Commander Of Villa Expedition
On March 15, 1916, Pershing led an expedition into Mexico to capture . This expedition was ill-equipped and hampered by a lack of supplies due to the breakdown of the . Although there had been talk of war on the border for years, no steps had been taken to provide for the handling of supplies for an expedition. Despite this and other hindrances, such as the lack of aid from the former Mexican government, and their refusal to allow American troops to transport troops and supplies over their railroads, Pershing organized and commanded the , a combined armed force of 10,000 men that penetrated 350 miles into chaotic Mexico. They routed Villa’s revolutionaries, but failed to capture him.
Death Of Wife Frances And Daughters
After a year at Fort Bliss, Pershing decided to take his family there. The arrangements were almost complete, when on the morning of August 27, 1915, he received a telegram informing him of a house fire at the in , where a lacquered floor ignited the flames rapidly spread, resulting in the smoke inhalation deaths of his wife, Frances Warren Pershing and three young daughters: Mary Margaret, age 3 Anne Orr, age 7 and Helen, age 8. Only his 5-year-old son, Warren, survived. After the funerals at Lakeview Cemetery in , , Pershing returned to Fort Bliss with his son, Warren, and his sister, May, and resumed his duties as commanding officer.

The award name, “Yellow Rose of Texas”, was chosen by Governor Shivers to honor the woman known by that name, Emily Morgan, who as a 20-year-old indentured servant, according to legend, was instrumental in the victory of the Battle of San Jacinto, which, reportedly lasted 18 minutes, which, in turn, sealed the fate for Texas independence.
The Texas Rose Festival in Tyler has named a Rose Queen since its inception in 1933, and historically, the title was “Miss Yellow Rose of Texas.” In 1955, band leader Mitch Miller and His Orchestra recorded “The Yellow Rose of Texas” on Columbia Records, which became a hit. That same year, during a ceremony in Dallas honoring Miller as an honorary Texan, Miller announced Maymerle Shirley as “Miss Yellow Rose of Texas” for 1955.
