As a general rule if you do anything for the army on your free time you should betting paid for it.

That includes DLC1

This link shows how many hours of pay you can get for each DLC. Just used it myself.

As for a limit for how long it takes, just stay on top of it. Make sure you check your LES regularly and read the remarks. I dont think theres anything for submitting 1380s and when you get paid. There is for other things but I dont think for this.
